Boulder City Animal Control has long wanted a spay/neuter ordinance in Boulder City and so an ordinance was put forth to the City Council tonight making it illegal to “harbor any cat or dog or ferret or pet rabbit or potbellied pig within the City of Boulder City unless spayed or neutered”.
The ordinance that was proposed is pictured below, but you’ll note that it doesn’t include an exception for breeders, or how it will be enforced (i.e. what the consequences for violating the ordinance are … are you fined? Are your pets impounded or confiscated)?
These were the questions asked by council members to the City Attorney, but unfortunately, he did not have the information from Animal Control staff (who did not appear to be in attendance) or the Chief of Police (who was present, but did not weigh in).
The consensus was that the ordinance was not complete enough to be passed and it was sent back to staff for completion or at the very least, be elaborated upon.
