A New Chapter for Boulder City: Welcoming Our Deputy City Manager

Boulder City is entering an exciting new era with the appointment of its Deputy City Manager, Michael Mays. While the role itself is technically a new classification for the city, the responsibilities are familiar territory for Mr. Mays, who has previously served as Acting City Manager twice and has served as Acting Deputy City Manager since April. His experience and dedication to the community position him well to guide Boulder City  into the future.

Continuity and Strategic Leadership

Mr. Mays emphasizes the importance of continuity and seamless transitions in city leadership. Having twice stepped in as Acting City Manager, he understands the value of consistent guidance and teamwork. He is particularly passionate about engaging with departments to carry out the City’s Strategic Plan, assessing operational needs, and sharing responsibilities under the leadership of City Manager Thomas, with other City leaders and Department Directors.

Priorities and Goals

As he begins his new role, Mr. Mays is focused on ensuring Boulder City remains successful, responsive, and efficient. His short- and long-term goals revolve around supporting the City’s Strategic Plan, which is shaped by input from residents, businesses, and the City Council. Each directive in the plan is specific and measurable, guiding leadership in budget proposals and quarterly progress reports.

Facing Challenges Together

Looking ahead, Mr. Mays recognizes that the most significant challenges for Boulder City will be addressed through the strategic plan. By reporting progress to the City Council and the community regularly and staying attuned to community needs, the city aims to overcome obstacles and seize opportunities for improvement.

Collaboration and Community Engagement

Teamwork is at the heart of Mr. Mays’ vision. He describes his fellow employees as caring and hard working, and believes that their commitment to Boulder City is key to achieving strategic goals. Living and working in the community, and working in the community, he is committed to supporting the City Manager and Executive Team in moving the city forward as an organization to serve the needs for Boulder City residents and businesses.

Exciting Projects on the Horizon

Among the initiatives Mr. Mays is most excited about are the construction of a new aquatic center, ongoing support for local businesses, economic development, and diversification of income streams. Notably, one-third of the city’s income comes from solar lease revenue, and there are plans to vary the city’s portfolio for greater financial stability.

Transparency and Communication

Mr. Mays acknowledges that communication is both the hardest and easiest part of city leadership. He is dedicated to supporting the public budget process and improving how information is shared with the Council and community. Listening and keeping stakeholders informed are ongoing priorities.

The Role of Technology

Technology plays a vital role in communication, especially as public event attendance has declined since the pandemic. The city is exploring new ways to enhance outreach and ensure residents stay informed.

A Message to Residents

Mr. Mays is honored and excited to serve as Deputy City Manager. His love for Boulder City and its people drives his commitment to work closely with the City Manager, fellow staff, residents, business owners, and the City Council. Together, he believes Boulder City will continue to thrive and preserve the quality of life that our residents enjoy.
